It could be a matter of days before AFSCME challenges some of Governor Pat Quinn's budget changes. But if a judge doe not act, lawmakers almost certainly will.

The governor says the state doesn't have the money to pay the raises. AFSCME officials say they signed a contract and should be paid.
Republican Senator Matt Murphy said Governor Rod Blagojevich should never had promised the raises.

A lawsuit could come any day, according to AFSCME. Lawmakers are due back for the fall veto session in October.
