Quinn Not Final Authority On Closing State Facilities

State Senator Gary Forby says he's fighting to save downstate prisons if Governor Quinn decides to close the facilities.  He says he's already contacted the governor's office to express his concern.  There are reports that Quinn will close a prison or juvenile detention facility in order to make ends meet, but he doesn't have the final say.  The State Facilities Closure Act requires Quinn to file an official notice with the Legislature's Commission on Government Forecasting and Accountability.  The Commission will then hold at least one public hearing and a 30-day public comment period before they vote on the governor's recommendation.
