Quinn wants to up the retirement age to 67 as well as increase employee contributions by three percent for pensions.  He's also proposed a one dollar tax increase on cigarettes.  Lawmakers have six weeks to draw up the reform plans and get them through both houses of the legislature.  On top of that, they must determine how to divvy up revenues among each of the state's agencies and programs.  They're scheduled to adjourn for summer break on May 31st but Quinn says he'll call them back during the summer months if they don't reach a deal on pension and Medicaid.
