Lt. Governor Sheila Simon says Congressman Paul Ryan's proposed budget would be bad for students in Illinois.  Simon spoke outside the Uptown Normal Marriott, where Ryan headlined a GOP fundraiser this afternoon. Simon says Pell grants -- which help low-income students fund higher education -- would be slashed under the Ryan budget.
