Clinton Looking Into Modifying TIF District in Downtown Area

A TIF fund in place in the downtown portion of Clinton is set to expire at the beginning of 2013, and the city is looking to extend it.

Because of the age of the current TIF, the new TIF will be modified. City Administrator Tim Followell says because of the beginning of a Presidential election, the economy will change after. He adds this will be a way of keeping an incentive for business in the downtown area as well.

Because there will be modifications to the new district, Followell explains the City will have to go through an early release process, which will effect a couple of business owners in the old district, that are left out of the new district.

Because of the early release process the City will go through, they will have to determine a payment amount to Dave Jackson and Don West, business owners that are being left off the the TIF district, for the next three months of payments. Followell says this is a long process with a lot of legalities to go through. He says they are aiming to have everything finished by early December.

** Mayor Carolyn Peters made a proclamation recognizes October as Illinois Arts and Humanities Month.

** The Council approved a bid for removal of sludge lime from the water treatment plant through Chris Riddle for a cost of almost $105-thousand.

**They approved the purchase of a 2013 Jacobsen HR 9016 Mower for the Parks Department at cost of just $64,500.

** A raffle license was approved for Home Community and Education.

** The purchase of the SCADA upgrade for the water department at a cost of over $20thousand.
