An Illinois investigator found workers at an agency under Gov. Pat Quinn violated hiring laws by helping an employee's husband get hired, evading "blind" interview rules and granting improper pay increases.

The Department of Commerce and Economic Opportunity told the executive inspector general in a report released Friday that two employees completed counseling - one no longer works at the agency and another resigned to avoid getting fired.

The report also determined DCEO was negligent in failing to have policies to ensure appointees meet minimum qualifications.

The investigation singled out three human resources administrators for violations beginning in late 2009. Those violations included improperly reviewing job candidate names, reappointing candidates to "emergency" posts, giving improper pay increases and for one manager's inappropriate intervention in hiring her husband.
