Quinn says shutting the facilities down saves the state 100-million dollars a year. Luechtefeld says it's disingenuous to say that none of the facilities should have been closed. But he says Tamms and Murray Developmental Center are two that should've remained open. He says prison officials need a deterrent like Tamms, where the worst of the worst criminals were housed. And, he says Murray serves patients with the most severe needs.
