Governor Quinn is under the microscope for patronage hiring at the Department of Transportation.  His administration apparently skirted around hiring rules so they could put dozens of people in positions based on clout instead of skill.  He was asked to release emails about the brewing scandal months ago, but they're still under wraps.  Quinn says he's reclassifying the jobs and will release the emails once that's done.
