Governor-elect Bruce Rauner says the state's flawed budget structure is weighing heavy on the people who live and work here.

Rauner says the whole structure needs an overhaul and that will be a priority when he takes over on January 12th. Rauner says there will be some tax reforms but he won't go into detail on what the specific plans are. He makes it clear though, he will not tax retirement income.
