McKinney is the third CEO of the city-owned hospital since May and he feels even though there's been a lot of transition, the budget always needs to be attended to. Despite the turnover, he feels the success of the hospital can be sustained in the long term.

McKinney attributes the success of the hospital to the "extraordinary skills and competencies at the management level". He feels that makes it much easier to be successful in operating a hospital.
