What comes first? Spending bills or budget bills?

If you’re like most Democrats in the Illinois House the answer is pass spending bills without knowing where the revenue would come from. Illinois News Network has more:

Monday Speaker Michael Madigan said he’s willing to sit down with the Governor to talk about revenue but the Governor and Republicans said they want some, if not all, of the Governor’s reform items passed before they consider more revenue. Nine budget bills passed the House with majority Democrats voting in favor. All Republicans were joined by four Democrats in voting “no” which calls into question the ability to override an expected veto. The legislature could go into overtime if there is not a budget in place by this Sunday at midnight.
