The Illinois Senate reconvenes Tuesday and they will tee up one "Turnaround Agenda" item Governor Bruce Rauner seems unwillingly to budge on, property tax reform.

Senate Democrats already have turned down Rauner-backed legislation that would permanently freeze property taxes and require voter approval to increase them. Democrats say such a plan would hurt schools.
