State workers have been holding out hope that they would avoid missed paydays but yesterday's Cook County Court ruling that the state couldn't make payroll without a budget leaves next week's paychecks in doubt.
For Dan Swinson, an office associate at the Illinois Department of Public Health and a union steward for AFSCME local 805, it's a possibility that he has prepared for, but he says others may not be as prepared for their income to be on ice.

Swinson isn't ready to name names when it comes to blaming the budget stalemate on someone but he says there are clearly multiple parties involved in the gridlock.
