State Senator Says Lack of Budget on Speaker Madigan's Shoulders

 width=One local lawmaker says the source of a lack of a budget falls on the shoulders of House Speaker Mike Madigan.

State Senator Chapin Rose continues his stance that the budget stalemate is on the shoulders of the Speaker, who has been in office for three decades. The Sen. Rose points out the Speaker was difficult to deal with for the last Republican Governor of Illinois.

Sen. Rose doesn't just put the stalemate on the Speaker. He explains Republicans had hoped the business relationship between Gov. Bruce Rauner and Chicago Mayor Rahm Emanuel would transpire into the latter bringing Madigan in for bargaining.

According to Sen. Rose, the lack of a budget in place is the ultimate example of an inability to govern. He says Democrats, who have a super-majority in both chambers of the General Assembly, don't need the Governor to pass a budget.

The Senator believes the elimination of ever changing districts in Illinois would eliminate a super-majority. He's there are several examples of why one party have exclusive control over another is a bad thing.
