Measure Would Release Money To Lottery Winners

With only two more House sessions scheduled for 2015, Democrats have a bill in the works that would appropriate funds to pay Illinois Lottery winners.

If passed into law, House bill 4305 would release $1 billion to pay winners of the state’s lottery as well as multi-state drawings like the Mega-Millions game.

Lottery Spokesman Steve Rossi says since the budget impasse began in July, winners of over $25,000 have been given vouchers because State Comptroller Leslie Munger doesn’t have the budget authority to pay them. Rossi couldn’t say how much in total was owed to winners of over $25,000 since the impasse began in July.

The state also is holding payouts of any winnings over $600. The bill needs a 71-vote supermajority since it would be effective immediately.
