Illinois Plastic Recycling Plan Fails In House

A statewide plastic-bag recycling plan has significant support in the Illinois House -- but not quite enough.

The proposal designed to increase the recycling of grocery bags and plastic food-wrapping film drew 70 votes -- to 46 against -- Thursday. The bill needed 71 votes to pass.

Rep. Michael Tryon's bill would require plastic manufacturers to pay a fee and register with the state. They would have to set up collection sites for consumers to take bags and other plastic for recycling.

Opponents complained it would prohibit cities from setting up their own programs. The bill needed an extraordinary majority because it would override local municipal powers.

Tryon, a Crystal Lake Republican, used a procedural maneuver to allow another vote later.
