Governor Quinn and his GOP opponent have been going tit-for-tat over what is and isn't acceptable when it comes to investing in the Cayman Islands. Bruce Rauner has invested some of his cash in the Caymans, which Quinn says is a haven for rich people who want to avoid paying taxes. On the other hand, he says it's OK for the state pension systems to invest overseas.

Rauner has repeatedly denied claims that his Cayman investments lowered his tax rates. But Quinn says the only way for him to prove that is by releasing his full tax returns, along with the schedules.
