A local State Senator continues to maintain Illinois budget mess should fall on the Speaker of the Illinois House of Representatives.
State Senator Chapin Rose explains there was a bipartisan effort recently to make progress on the budget. He points out Senate leader John Cullerton supported the measure.

Sen. Rose felt the day could have been major progress in the budget stalemate but the Speaker shut everything down and put a procedural hold on the road salt and 9-1-1 legislation.
