Despite continued budget battles and AFSCME pay freezes, one political expert says some lawmakers are in a good place.  Political Scientist Kent Redfield says House Democrats are using recent policy changes to set themselves up for reelection.

And with that strategy, Redfield says he says he doesn't foresee Democrats supporting any plan for additional spending.  He says they've set themselves up to run as quote, "responsible officials capable of making the tough decisions."  Redfield says it's too soon to say how the changes will effect Quinn in 2014.
