Champaign County is being forced to make some cuts to its budget.  The Salvation Army holiday fund drive came up more than 46-thousand dollars short, so the budget needs a little tweaking to make-up for the shortfall.  Officials say they aren't planning any layoffs, but will try to delay maintenance and equipment expenses and squeeze more money out of the Salvation Army's two thrift stores.
