The Governor addressed the previous year in Illinois. In fact, he took those who listened in back to three years ago when he was sworn in as Governor to the situation of having the previous Governors impeached and now in prison, and the "dire" situation of the Illinois and national economy. Governor Quinn outlined three tax credits he is going to propose for this year. His "Illinois Jobs Agenda" includes tax cuts includes eliminating the natural gas utility tax in Illinois. He called the tax regressive and feels the eliminating it can target tax relief to consumers and businesses.

His other tax credit included a tax credit to hiring veterans. Governor Quinn says the employment rate for returning veterans is only 30%.

The final tax credit Governor Quinn proposed was a child tax credit. He wants to invest in the families of Illinois and believes will create jobs and stimulate the economy.
