Quinn urged lawmakers to find the courage to tackle Medicaid and Pension reform this year but other than that, no mention of any of the major issues.  He says the best way to build the state's budget is by investing in people.  He proposed several new programs designed to put veterans to work, provide relief for businesses, help struggling homeowners, and more.  Republicans say the programs will add 500-million dollars to the state's budget, but Quinn's office says it's more like 300-million.
