The St. Louis Convention and Visitors Commission has proposed a $124-million improvement plan for the Edward Jones Dome to keep the Rams in St. Louis.  It includes a connecting structure with a rooftop beer garden, a new scoreboard over midfield and 15-hundred new club seats.  The Rams have until March 1st to accept or reject the plan and May 1st to make a counter offer.
