Stripping Retiree Health Benefits Unconstitutional

Free health insurance for Illinois retirees is coming to an end.  Senator Larry Bomke says something needs to be done to reign in pension costs but stripping the benefits isn't the way to do it.

Bomke says there will undoubtedly be lawsuits brought up against the measure, considering it's retroactive and strips guaranteed benefits from already retired state workers.  He cites a law passed in 1998 that guaranteed free health insurance for anyone who worked 20 years with the state.   The measure will require retirees to contribute more for premiums.   Payment amounts will be based on ability to pay and will be determined through a collective bargaining process.   Governor Quinn says he supports the plan and plans on signing it into law.
