Illinois' financial outlook is still looking quite grim. Comptroller Judy Baar Topinka released her quarterly report, which highlights the state poor fiscal condition. According to the report, the state's unpaid bills has grown by two-billion dollars, compared to this time last year. That's despite the income tax hike which was implemented last year. The extra 150-million dollars from the hike was supposed to pay down the backlog of unpaid bills but Topinka says lawmakers have found other ways to use the cash. Topinka also says potential shortages in the fiscal year 2013 budget further cloud Illinois' fiscal future.
