Investigation into the scene of an accident which occurred at 12:04 pm on 2/22/13 revealed that Ivan Leisner, 87, Weldon, and Russell Ritter, 51, Clinton, were both traveling westbound on IL Route 10. Ritter stated he had just passed Leisner due to slow speeds, when a funeral procession was traveling eastbound. A snowplow truck, also westbound, stopped in the roadway for the procession. Ritter stopped behind the plow. When the plow continued, Ritter also began to proceed in traffic. Leisner then struck the rear end of Ritters vehicle. The crash caused damage to the front bumper to Leisner’s vehicle, and caused the license plate and bracket to come off. Ritter’s vehicle sustained damage to the rear bumper. There were no injuries claimed or observed. Both vehicles were driven from the scene. Russell Ritter was arrested and issued a citation for Driving While License Suspended. Ritter posted the necessary bond and was released.

 

Ryan Smith, 37, Bloomington, was issued a citation for Operating Uninsured Vehicle. Smith was issued a notice to appear and was released.

 

Mary Pilgrim, 31, Carbondale, was issued a citation for Speeding 75 MPH in a 55 MPH Zone. Pilgrim posted the necessary bond and was released.

 

Emma Woods, 41, Iowa City, Iowa, was issued a citation and was arrested for Driving on Suspended License. Woods posted the necessary bond and was released.

 

Doug Meeker, 42, Farmer City, was issued a citation for Operating Uninsured Vehicle. Meeker was issued a notice to appear and was released.

 

Mark Gardner, 54, Farmer City, was issued a citation for Operating Uninsured Vehicle. Gardner was issued a notice to appear and was released.

 

David White, 25, Heyworth, was arrested and issued a citation for Operating Uninsured Vehicle, 2 counts Driving Under the Influence and improper lane Usage. White posted the necessary bond and was released.

 

 

 

 

 

 

ALL SUSPECTS ARE PRESUMED INNOCENT UNTIL FOUND GUILTY IN A COURT OF LAW.
