THE SECOND BILL APPROVED BY THE HOUSE IS KELSEY’S LAW. IT REQUIRES YOUNG DRIVERS TO FESS UP WHEN THEY APPLY FOR A LICENSE ABOUT ANY TICKETS THEY RECEIVED WHILE DRIVING WITH A LEARNER’S PERMIT. BOTH MEASURES MUST BE APPROVED BY THE SENATE AND GOVERNOR AS WELL TO BECOME LAW.
