Rauner is the Republican candidate trying to beat Quinn this November. He says he wants to let the income tax roll back from five-percent to three-percent by the end of his first term in office. By law, the rate should drop to three-point-75-percent in January, but Quinn wants to keep the rate where it's at. He says education and other vital services will suffer if the rate goes down because the state will lose billions of dollars.
