Congressman Luis Gutierrez says President Obama is partially to blame for Governor Quinn's failed reelection bid.  Gutierrez says Quinn lost votes from immigrants across the state because Obama put his executive order on immigration reform off until after the election.  He tells the Chicago Sun Times that Hispanics and people from other ethnic groups would've been more inclined to vote for Quinn had the executive order been issued before they went to the polls.  Gutierrez says he would've personally made the rounds across Illinois to help get people signed up under the deal if it had come down sooner.
