Governor Bruce Rauner is preparing for his first address to lawmakers Wednesday.
Steve Brown, the spokesman for House Speaker Michael Madigan, says it's hard to know what a new Governor will say in his first State of the State address.

Brown says the lines of communication have remained open between Rauner and Madigan.
