The funding shortfall for the Child Care Assistance Program, or C-CAP, to the tune of three-hundred-million dollars isn’t the only crisis facing the state in the current fiscal year.

To solve the problem, Rauner administration officials say they’re seeking a general agreement with the legislature to allow the Governor to move funds around in an effort to ensure essential services like C-CAP are fully funded in the current fiscal year, but those negotiations are ongoing.
Appropriations Chair Democratic Senator Heather Steans says she worries about handing over broad appropriation authority meant for the legislature to the executive.
The current fiscal year ends this July.
