NEW LEGISLATION AT THE STATE CAPITOL AIMS TO PREVENT STATE OFFICIALS FROM DOLING OUT STATE GRANTS RIGHT BEFORE AN ELECTION.

THE BILL, FROM SENATOR JASON BARICKMAN OF BLOOMINGTON COMES IN RESPONSE TO A SCATHING AUDIT OF THE STATE’S NEIGHBORHOOD RECOVERY INITIATIVE PROGRAM...WHICH FORMER GOVERNOR PAT QUINN ANNOUNCED RIGHT BEFORE THE NOVEMBER 2010 ELECTION. IT PREVENTS CONSTITUTIONAL OFFICERS FROM HANDING OUT SUCH GRANTS FOR TWO MONTHS BEFORE A GENERAL ELECTION.

THE BILL ALSO REQUIRES MORE DOCUMENTATION ON HOW GRANT RECIPIENTS WERE DECIDED AND MAKES IT EASIER TO STOP PAYMENTS TO RECIPIENTS NOT FOLLOWING GRANT GUIDELINES.
