llinois Comptroller Leslie Munger says the lack of a state budget is making Illinois' backlog of unpaid bills much worse.
Munger says because judges are ordering the state to spend money like last year, when the state had more money to spend, the backlog of bills is exploding.

Munger maintains the backlog will hit eight-point-five-billion dollars by January.

Lawmakers have yet to agree on a budget for the current fiscal year, which started July 1.
