Property Tax Freeze Proposal Has Clinton Schools Leader Concerned

 width=A proposal at the state level to freeze property values has entities across the state concerned because those are fund that are heavily relied on in a lot of areas.

Clinton schools Superintendent Curt Nettles says the proposals are changing and it is becoming a huge negotiating point in the budget stalemate. He feels that is having an impact on the decisions they are making now.

The repercussions of a property tax freeze would test many school districts, and even governing bodies at a more macro-perspective. Nettles says their reserves will be tested, but they will also have to consider renewing a working cash bond that is expected to expire. According to Nettles, that would be a benefit to taxpayers.

Nettles says, the ultimate possibility of a property tax freeze is very concerning for Clinton. He points to assets in the community like the Power Plant that their property values are of great importance to the district.

Nettles indicates there are school districts that are very reliant on general state aid, which means they don't have the ability to make up for what the state is not providing.

He believes even if property taxes are frozen at some point, the state isn't likely to go back to their base levels of funding through general state aid.
