Cubs Bryant, Philadelphia's Franco File Service-Time Grievance; Bringin Back Cahill

Kris Bryant of the Cubs and Maikel Franco of the Phillies have filed grievances with Major League Baseball, accusing their respective teams of manipulating their promotions to the majors in order to delay free agency, which would cost both men millions of dollars.

That's the report of Yahoo's Jeff Passan on Monday during the first day of baseball's Winter Meetings in Nashville, Tenn.

 width=In terms of service time, a full major-league season lasts 172 days. Bryant put in 171 days as a rookie; Franco had 170.

It's hard to prove either way, but the MLBPA has been planning on challenging how Bryant and Franco (and perhaps others) have been treated, because missing the cutoff point means missing free agency by an entire year. That's big money, especially for the great players. Bryant unanimously won NL Rookie of the Year in 2015 and he figures to profit greatly someday.

Free agent pitcher Trevor Cahill enjoyed great success in his short time as a Cubs reliever, and now he'll stay put. He's returning to the Cubs, Jon Heyman of CBS Sports has confirmed.

For Cahill, 2015 was a tale of two different seasons. He was terrible with the Braves and released in June. Two months later, the Cubs grabbed him and he enjoyed great success, posting a 2.12 ERA, 0.77 WHIP and 22 strikeouts against five walks in 17 innings. He still relied heavily on his sinker -- inducing lots of ground balls -- but he missed more bats thanks in part to integrating more use of his change and curve.

The Cubs have Hector Rondon set as closer with Pedro Strop and Justin Grimm likely to remain in setup roles in some capacity and they've also been connected to relievers in trade rumors, so Cahill will slot as a depth reliever instead of a late-inning guy.

According to a police report obtained by Yahoo!'s Jeff Passan and Tim Brown, Reds All-Star closer Aroldis Chapman in an October incident fired a gun multiple times in his garage and allegedly assaulted his girlfriend. Passan and Brown write:

No arrests were made after the incident, in which more than a dozen police officers were dispatched to Chapman's home in Davie, Fla., around 11 p.m. on Oct. 30. Chapman's girlfriend exited the house and hid in bushes following the argument that stemmed from something she found on Chapman's cellphone, according to the police report.

CBS Sports MLB Insider Jon Heyman added: Chapman attorney Jay reisinger: "I reviewed the facts as they are stated, and I deny the facts on behalf of Aroldis."

On Monday, the Reds were thought to have initially agreed to trade Chapman, 27, to the Dodgers in exchange for prospects. However, the deal later hit a snag of some sort. According to Passan and Brown, that this police report came to light is indeed what held up the trade. As for as resolving any trade, it could be a while.

In August, MLB and the MLBPA announced that commissioner Rob Manfred would be empowered to discipline players for incidents of domestic abuse.
