On New Year's Eve, Illinois leaders could drop the ball in a way far different than the folks at Times Square in New York. 
The stopgap budget runs out December 31st and Governor Bruce Rauner had few answers with what happens come New Years Day if no deal is reached.
This week, Rauner announced he would not take part in further meetings with legislative leaders until Democrats produced a budget proposal.
