Getting a budget deal hammered out in Illinois this year was a history making finish to a vicious game of gridlock.
While Illinois is exhaling somewhat with a spending blueprint in place, the approach of a new calendar year means soon Governor Rauner will talk about his budget vision for the coming fiscal year.
