Ameren Illinois and the Energy Assistance Foundation are teaming up for the Warm Neighbors, Cool Friends Program, an effort that is accepting donations to help people pay their heating bills this winter. Warm Neighbors, Cool Friends is separate from the Low-Income Heating Assistance Program, LIHEAP, in that it is aimed at helping those whose income is above the LIHEAP qualifications but are still struggling to pay their bills.
